I used to watch the Arizona Fall League via Gameday every year, and have been there in person twice (once to take weams).  This happens all the time in that league. 

Guys are often sent there to work on a specific area of their game, pitchers in particular.  They will be asked to throw one or two pitches they're working on over and over in a single outing, no matter the result, to practice it in a game situation and get more comfortable with it. 

I can't tell you the number of AFL games I've seen whose outcome was determined by one half inning where a pitcher gave up maybe 5, 6 runs before he was taken out, because he needed his live inning to work on his additional pitch to possibly add to his arsenal.  

It was always considered a hitter's league, partly for this reason.  It's always best to look at the hitting stats with that in mind too, IMO.

I didn't see this particular Bishop game, but from what you describe, it could be this was all that was going on there.

AFL GAME SUMMARY (11/17)

Cullen has cooled off a bit and is now hitting .250/.385/.450 in 52 PA.  He’s still drawing his walks, obviously.   

Vespi is having a solid Fall campaign with a 2.51 ERA, 1.26 WHIP, 10.7 K/9, 2.4 K/BB in 14.1 IP over 10 games.

The regular season ends Friday.  The Solar Sox (which the O’s players are on) have clinched their division despite a mediocre 13-13 record, and will play for the championship on Saturday.
