Can someone explain to my why the Rays have the pitcher hitting?

They moved Longoria to third from DH. Rules say you have to lose the DH if you do that. They could hypothetically PH the pitcher with a position player whenever but I think they're down to only one guy on their bench and I think it's their backup backup catcher.

Rays started Luke at 1B. Pena came in. Someone pinch ran for Pena, so they moved Keppinger to 1B and Longoria from DH to 3B.
