Considering Kepler is on there with his one PA makes it clear that it's not a qualification thing. Maybe it's guys projected to exhaust eligibility this year?

Yes, I thought that too. There must be something wrong with their method, because there must be many more rookie pitchers at the least.

Maybe they are using what the individual teams are tagging as rookies.
