Bundy and Harvey for sure. 

I hope he doesn't get caught in the grey area Harvey did, where it was obviously damaged but not enough for the experts to recommend surgery.

Strasburg had a flexor mass strain last year and actually recovered.   I don't remember the last time the O's had one that didn't turn into TJ after 12-18 months of screwing around.

I guess it depends on how bad of a strain. A very, very minor strain could heal on its own with rest while a more worse strain would need surgery due to the tear being larger.
