Here is my guess:

Pitchers

Despaigne

Drake

Ondrusek

Tolliver (when healthy)

Wright

Wilson (who will be optioned when O'Day returns in late August)

McFarland (activated from the DL)

Duensing is an interesting case - If he comes off the 60 DL the O's have to make space on the 40 man roster. Not sure what the O's do. Have to wait to see who gets injured.

Note: Not all the pitchers come up on September 1st

Catcher

Pena

Infielder/DH

Mancini (Lee goes on the 60 day DL to make room)

Outfielder

Daniel Alvarez

Rickard (activated off the DL when healthy)

Who, besides Rickard, are our best options for pinch runner/late inning outfield defense? Right now we're sort of using Reimold in that role, and he's at most only slightly above average in both. We could actually use a couple of really good pinch runners with this team.

Borbon and Avery. If we make a trade for anyone it will most likely come at the very end of August so the guys can still be playoff eligible and we can finagle the roster for a short period of time.

Yeah, the X-Man should be here once the AAA season ends, if only because he provides a good speed option down the stretch.

Excluding exceedingly rare situations, will any of these call-ups really help the Orioles win except for the following?

-giving us a third catcher (so we can pinch run for Wieters and Joseph, and pinch hit for Joseph);

-giving us pinch runners and late-inning outfield defensive replacements (for our non-speedy corner outfielders);

-pitchers and position players for mop-up duty (so regulars can rest);

-and of course letting some of these minor leaguers get a taste of big league play so they'll both learn from it and have incentive to work hard to become regular big leaguers and help us in the future.

Teams out of the playoffs, can play their callups more, since the season is already over and they can give them more of a taste of the bigs.

Expanded rosters, don't do as much for playoff teams, except as noted, 3rd catcher, pinch runners, etc.

It matters to us under DD and Buck. Check out the September records....

2015: 14-13

2014: 17-10

2013: 14-14

2012: 19-9

2011: 15-13

79-59 in September under Buck. Of course the regulars have to perform, but you give a manager like Buck an expanded roster and he'll squeeze some wins out of it. The more bullets to fire the better.
