Maybe I wasn't paying attention, but that has kind of taken me by surprise.   I never heard anything to indicate they envisioned him as a starter since they acquired him.

Why do you think that? Why would De La Rosa accept a minor league deal with the Orioles to pitch in the AL East when he instead could (and did) sign with the Diamondbacks to face NL lineups in spacious ballparks?

Lee is still a candidate for the Orioles' 5th starter (according to Buck Showalter.)

They would not need him (the 5th starter) to pitch until April 15th.
