Playoff Roster

A quick question.  Does a player need to be on 26 men roster before September 1 to be eligible for the playoff or 40 men roster. 

Specifically, does Tyler Wells have to be called up prior to September 1 to be eligible since he is not on IL?

I could be wrong, but I thought the only way someone not on the active roster could be eligible is if they are replacing an injured player once it turns to September. Not sure, though
