And apparently we are giving up Hunter Harvey or Jon Schoop for him? lol

From the article:

Baltimore also traded for a veteran arm at last season's trade deadline in Houston's Bud Norris. In that deal, the Orioles gave up outfielder L.J. Hoes, minor league pitcher Josh Hader and a competitive balance pick. The Rockies could expect a similar return for De La Rosa, with a deal perhaps centered around 2013 first-round pick Hunter Harvey or second baseman Jonathan Schoop.

The O's are obviously looking at his 2013 numbers in which he pitched to a 3.49. Man if there was some way this could be a AAA depth move, it'd make a ton of sense. As it stands, though, you already can't replace anyone in the rotation for Gausman. How the hell can you replace anyone with this guy?

As a depth move it would only make sense if the O's were taking him as a salary dump and only giving a fringe prospect in return.

Clearly, we're struggling to make much sense of it at all. Fingers crossed that ol' Danny boy hasn't been hitting the sauce too hard.

That never happens. Dan is a risk taker. But he is still the smartest man in most rooms.
