They usually give out free tickets to the season ticket holders. I wonder if this is a scheme to get season ticket holders to put down a deposit real early in case they lose many popular players

This was my initial thought as well. All I can say is I'm on the fence about whether I renew my package after the miserable job performed last offseason. Part of me thinks the club will be active, but then there's the whole fool me once...

I note that the Nats' version of Fanfest, called Winterfest, is taking place December 12-13.

Actually, they're not asking for a deposit for season ticket holders in order to score free tickets to Fanfest. They are only asking for deposits (for the free tickets) for those who haven't ordered season tickets.
