They could have done some in-depth analysis of his Wojciechowski's velocity, movement, year-to-year trend rates, spin, etc and come to the conclusion that his 2019 MLB ERA isn't out of line with what you could expect going forward and think he could be had for a little in return.

Or... they noticed he had a decent 2019 ERA and didn't bother to check that he's 30, has spent most of the past seven years in AAA and has a 4.27 ERA there mostly before the ball went crazy.  Oh, and he has 161 MLB innings with an ERA in the high 5.00s, allowing about a homer every four innings.
