How can the the runner be already on second before the pitch arrives? That would be a job for the Flash. :D

Not just the bye.   If they lose and Seattle (pla ying Oakland) and Texas (up 10-4) win their games, Houston goes from the bye to NOT being in the playoffs at all.   Texas would be in 1st on the tiebreak with Seattle, and TB/Tor/Sea would be the 3 wild cards.

If your teammate is effectively on second base already (as you describe it), then you should take your shot on the 3-1 pitch every time.  Asking a hitter to gauge the likelihood of a successful stolen base attempt on the fly while simultaneously making a swing decision is impossible.

League-wide offensive numbers go down significantly on a 3-2 count vs. a 3-1 count.
