To clarify: you mean a top 20 prospect in someone’s org, not top 20 in all of baseball, yes?

Sorry, I should have been a bit more specific: An organizational top 20 prospect and a lottery ticket, not a MLB top 20 prospect

If you were a fan of the Brewers or Angels or something wouldn't you look at Severino as a kind of 2015 Gerardo Parra?  74 OPS+ previously, 168 OPS+ in 18 games.  My assumption is that going forward he's a 85 OPS+ guy with shaky defense.

Well he’s 27 not 30 or 31

he was +95 last year , 15, 16, 17 were cups of coffee seasons

in 2018 was his first real opportunity and he struggled.

So +35, +95, and +168 or whatever number he finishes that’s likely higher than +95 means he’s trending up.

If he had 4 or 5 full seasons or 7 like Parra I could see and agree with your point

He has nearly 3000 PAs as a professional over the last decade and a .653 OPS.

Really ... I don’t see anywhere near 3000 (link below)

I have no interest in his minor league numbers. What I noticed about his OPS as it seems to go up every year in the minors.

Id expect him to finish this year plus .100.

he appears to be establishing himself as an everyday MLB player

So we will see

So ...if he had played in college would we be counting his NCAA stats?

I have no interest in counting stats from a player between 17-21. Especially Latino players

Fine he has a 664 OPS in AAA, age 22 plus.

People don’t often do better in the majors than they do in the minors. Ignoring minor league stats isn’t the best practice IMO.

And weren’t you using college stats to complain about our draft picks, and how BA in college couldn’t translate to the pros and whatnot?
