How would they know just by watching that a call was made due to gambles fallacy?

In other words, how could they distinguish a "make up call" between one they believe was made out of gamblers fallacy?

There are to be no make up calls.

.9%. How many pitches are thrown in a game, 300? 350? So it happens about 3 times a game, based on this theory?

Of course, throwing a baseball is not the same as flipping a coin. The question is raised, "How often does an umpire call a strike after the last two pitches were called strikes". Maybe the real question is "How often does a pitcher throw a strike after the last two pitches were called strikes". Wouldn't a pitcher tend to go for the corners or get the batter to chase a pitch after the last two pitches were strikes?

You would assume so.
