I believe in Roy's theory myself. They have not caught the gummy/troche guys by testing. They won't catch Cruz.

He got busted for steroids in 2003. He made certain that he let us all know he was in the testing program which requires he to have tested once for something other than strain steroids. Might have been masking or amphetamines or even the growth hormone.
