Not exactly true.

It can raise your chances of scoring at all, but it always lowers the total # of runs you are likely to score.

In other words it may increase your chance of a 1 run inning and decrease your chance of not scoring in the inning.

But it significantly decreases your chances of scoring 2, 3, 4 etc runs in the inning.

So the more you do it, the fewer total runs you will get over time.

It could be argues that 1 of the 2 runs that he has ceded should be unearned, also.

I would agree with that.
