Aquino may be the best of the bunch of Norfolk starters under consideration for the big league rotation. He's been mediocre, but his numbers are trending up and Lee, Ynoa, and Wilson have just been bad.

Aquino is actually good, Ynoa is pretty good, Lee is alright, and we already know how bad wilson is

I don't see how you could be so bullish on Ynoa and Lee.  They have been downright awful in a pitcher's park and both are already 24.  Lee is soon to be 25.  These guys are barely prospects.

Ynoa is doing horribly in Norfolk, yes. But take it from me, with the exception of 2 games, dude hasn't been that bad. Defense in norfolk is worse than in Baltimore. I don't have a whole lot of hope for lee, honestly. Last year pretty much nuked his chances of doing anything in terms of being an MLB starter.
