Honestly it's only Gaston.  Victor Jr. is not that big a prospect, it's just that signing him might influence signing Victor Victor.

Gaston is a pitcher that failed a PED test and that's why he's still available.

Fair enough.  I'd still try and sign Gaston though with whatever is left over after getting VVM.  Victor Jr would be a scratch off lottery ticket, lol.

Just reading up, it seems Mesa is about all that's left. Does bonus pool money carry over? Is it use it or lose it?

The Yankees got the #1 International pitcher for $600,000? Wouldn't that have been a chance to overpay and offer more?

Sure.  But the Orioles did not participate this year.  Those deals were in place long before the guys signed, whether they were by the rules or not.
