I don't know, he acknowledged he walks too many guys and needs to improve. It is not clear to me that the Orioles have attempted to fix something mechanical and he is rejecting their advice. A more charitable interpretation is that the Orioles have not identified anything in particular, so he is just working on the mental aspect.

Nope, remember that Rule 5 is also for the player's benefit to prevent teams from keeping good players with lots of minor league service time off their 40-man roster when other teams would be willing
