Why is Ruiz sitting vs a righty?

Here are Deivi Garcia's splits as a pitcher in his short 34.1 inning major league career so far:

This is Garcia's first major league action of 2021.   He is the second Deivi ever to play in the major leagues.   The other, Deivi Cruz, started 147 games at shortstop for the Orioles in 2003.
