I looked this guy up on baseball reference and he has a bWAR of zero dot zero, a career WAR(6.1) of less than 1 per season, and other unimpressive stats and they gave him 7 million?

His resume isn’t that that bad overall but is he worth seven million?

I don't get it either except the Angels overpay on free agents all the time.

I'm not sure what's hard to understand.  IIRC, WAR isn't always kind to relievers.  

Lorenzen has had some decent years in the past, and that article states that he's looking to be a starter again.  Whether that means he'll be used as an opener of sorts or someone that's viewed as being able to go 5+ innings remains to be seen.  It's a one year, 7 million dollar deal which is practically nothing.  I'm not sure what market value is for a guy like that but a one year deal at that salary is akin to spending 5 bucks on one of those fancy scratch off lottery tickets.
