It's an overpay, IMO. But I like Norris' fiery personality, so it's good to have him coming to spring training focused on helping the O's to win.

But it is not a multiplier overpay like ARB1 and ARB2 players would be. Besides, if you are gonna get his value up to 16 million for next year's Qualifying offer you need to start at least that high ;)

I'm skeptical on us offering Chen a QO, I'd be floored if Bud got one.

Chen is a BORAS client. If he takes it, he'll be the first. And Scott won't permit that. And when Bud wins 17 games this season he will be set for a QO. He thought he was worth 11 this year.

I think Bud's 2015 performance will probably dictate whether he gets the QO, no matter what we pay him this year. I'm hoping we can get him to 6+ IP/start this year while maintaining last year's ERA.
