When is the 2015 Competitive Draft lottery?

Does anyone know when the 2015 Competitive Draft Lottery is held? I can't seem to find when it is although the past lotteries seem to have been held in the third week of July. The O's could definitely use that pick as a trade chip like last year.

Does anyone know what our chances would be of winning a pick? I know it's based on the previous year's record right?

Last year it was held the day after the All-Star Game, I assume it will be the same this year. It is not solely based on the previous year's record. The eligible teams are the 10 teams with the lowest revenue and the 10 teams with the smallest market. There is overlap among these groups. Last year there were 14 teams eligible and 12 of them received picks. The determination of where in the lottery a team picks is odds based, tied to winning percentage from last season. Hence the A's and Rays missed out in 2013 (The O's beat the odds in getting a good pick in 2013 despite their great 2012 record).

Is it today then ?

Guy's in the bullpen have faces. They just pitch too little in real action for their future performance to be reliable. Their success is usually due to so tic or idiosyncrasy that throws the timing of the competition off. For a slice of time. And then it is gone. So their faces change and age prematurely.

Per this website I found searching about the draft, it states it will be on Monday:

"The Rule 4 Draft Competitive Balance Lottery (CBL) is held on the Monday following the Rule 4 Draft signing deadline in July. Only MLB clubs that receive revenue sharing and clubs from the ten smallest markets are eligible to participate in the lottery for the CBL draft slots."
