Philosophicallly, I'd say whoever had the best rookie season deserves Rookie of the Year, and the fact that one guy is regarded as a potential future Hall of Famer should be irrelevant. That said, Harper was worth 5.0 rWAR, Miley was worth 3.2 rWAR; Harper was worth 4.9 fWAR, Miley was worth 4.8 fWAR. So, I can't argue with Harper getting the award.
