That's the idea and it doesn't just apply to the opposing pitcher.

I think that he assumed that it would be a strike because of the count (2-0.)

Yes, the caveat to that is even if Gausman shakes him off for pitch selection location is usually determined by the catcher. Of course, nothing stopping the pitcher from communicating with the battery mate.
