What am I missing strategy-wise here?

Dodgers didn't score in the top of the 10th.

Astros start the bottom of the 10th with the winning run on 2nd.

Dodgers are pitching to Altuve???  Is there any reason not to walk him and set up the DP?  

He struck out, then they did give the free pass to Bregman.

I would almost always walk the first guy in that situation unless he sucked, and Altuve doesnt suck.

Dodgers wanted to pitch to Altuve instead of Bregman, i guess. Bregman had only 9 GIDP last year.
