My personal opinion is Manfred sees this season as a throw away any way you look at it, but it is an opportunity to get power in future negotiations.

So he puts the bare minimum in place, let's a few stupid players ruin the entire thing, call it off because "his hands are tied" and with it gets public opinion to sway to his side, gets some nominal amount of negotiating power, shows the players can't police themselves, and walks into next season saying "here's what we're going to do my way because it didn't work your way last year."

I think the player's union balked at anything approaching the NBA's plan.

Right.  My point.  The players union negotiated and balked at what was deemed necessary.  So the next time they negotiate its a "we tried it your way, now we do it mine."  Manfred thinking long game, and that why you don't see any owners out here saying they are disappointed with the way its going.

They didn't have enough time to bring up players from the Cardinals' alternate camp?  Wasn't this the purpose of the 60 man player pool?  Or are they being punished for going to a casino?

I think it is more a concern of having enough tests to confirm that no other guys on the team have caught it, so they are all isolating until they do.

I don't know how that works.  If you sneeze on me today and I get it, will I test positive later today?  Tomorrow?  The next day?  I have no idea  how much time elapses between you getting the virus and it showing up on a test.  I'm not a doctor.

I haven't read that the union opposed any more stringent members, but maybe I just missed it.

I can believe, in fact do believe, that Manfred and most of the owners would like to see the season scratched in the next few weeks and blame the problems on the players' (and other club personnel's) failure to behave. 

I can't believe Manfred and MLB are thinking "long game," unless "long game" refers to the negotiation of the next CBA. Other than that, nobody in MLB has shown an interest in taking and an ability to take action to improve the long-term future of the game or the owners.

It took about a week for them to stop discovering new positive cases on the Marlins. It's not as simple as just sending in the replacements and hoping that no one else has it.
