Which O's could start for one of the teams holding the playoff spots right now. I'll start:

Mancini, Mullins, Hays, Mountcastle, Santander and Means

You mean any of the teams?

That sounds like a lot of work.

My list would be closer to Mullins and Mountcastle. 

I don't get listing Santander, Hays and Mancini.  I'd rather have Mullins than Hays and Santander and I'd rather have Mountcastle than Mancini.

I can't think of any team I would start Means over all their other pitchers but he'd definitely make the starting rotation of teams.

It's a bit of a poor conversation, because there's no clear answer.

I think the original list in the OP is pretty accurate.  Those are the O's I would consider above average/average starters.

Would they start on every playoff team?

I think this is the list of Orioles that could start on any other team, not playoff teams. Mateo and Urias are the only other two position players that are even rosterable by any other team.
