MLB is expected to announce today the introduction of an on-field device to curtail sign stealing. PitchCom is a device that involves a pad with buttons worn on the wrist allowing quick/covert communication between pitchers/catchers. 5 players per team can use it.

Five at a time seems excessive and five total overly restrictive.

Five at a time, apparently. Catcher, pitcher, and three fielders (probably shortstop, second and center field.)
