So that you don't "hurt their pride," they could be given a buzzer to put in their pocket, which would make the call (one buzz = ball, two buzzes = strike), and then they would make the sign. They could still be given the "privilege" of ignoring the buzzer (but at the end of the season, the umps who disagreed too "much" would get fewer assignments the next season).

I would add graduated electric shock.
