It is my opinion that ALL Moves that a Ball Club makes are not done in a VACUUM.  By moving one player off a roster allows another to have the chance to step forward.  By moving Cleavinger for Hellickson allows the Orioles to have a pitcher to start every fifth day which Cleavinger was not ready to do.  If it is a quality start or a clunker is irrelevant.  Hellickson will become a free agent after the season and this will allow the Orioles the chance to protect one of their better assets from the rule 5 draft  by placing them on the Forty hence no VACUUM from the move.

Just for the argument you are putting forth, Garret Cleavinger had a 6.28 ERA at Bowie to go along with a 1.578 WHIP in 39 Innings.  He did not improve with the move to the Philly Org.  In the Eastern League his stat line was well above what would be considered League Average (4.11 ERA and a 1.375 WHIP)  In the 22 to 23 age group at Bowie he was statistically the worst pitcher.  I do not think he moves the needle much for the Orioles over the next three years if retained.  For someone that may move the needle as a 22 year old how about a shout out for the Miguel Castro pickup by the organization and compare his needle moving ability to the aforementioned Garrett Cleavinger.
