Sure they can.  Cobb and Davis will be off the books by 2023.

I expect that the Orioles will exercise their contract agreement with Maikel Franco and option him to the alternate site at Bowie before opening day. Once optioned, as of opening day, Franco will not be counted as on the 26-man active roster, but the O's will be paying his contracted MLB salary and, as such, his 2021 salary counts toward my projected ODP. 

To bring my roster of players up to 26 for my ODP chart, I added Jahmai Jones. That brings my projected ODP to $49.15M.

This is pretty, pretty, complicated so, check me out.
