Teams are ranked by improvement in "stuff".  Not sure what the overall rankings are, but Baltimore is slightly below average 99.3

But these are minor leaguers being compared to major leaguers.  So their "stuff" is 99.3 compared to the average MLB 100.0.

Not sure if that should be considered below average.

You are correct, that's a significant uptick in MiLB "stuff", let's hope it soon demonstrates itself at the MLB level.

Well, sounds promising.   I wonder why we were stagnant in the last couple of years before this one despite the new regime being in place?   But, glad to see we’re in a good spot now.

What does "SD +/-" (the last column) represent?  Standard deviation?

It's progress.  But figures that other AL East teams progressed further...
