I don't remember his circumstances but assuming he, as most other Cubans have needed to do in order to sign a MLB contract, established residency in a third-party country, he would hold a H2-B Visa or P-1 (depending on his contract and agreement with Immigration/Dept of State). If he quit, or is released from his contract and doesn't sign with another team or another employer willing to sponsor his visa than yes, he technically has 90 days to leave the country.

I don't think much of the talk was really about Mesa so much as about the team trading for additional International slots and not using them.  

The three Cubans were all that was left.
