If I remember correctly the home team makes the decision before the game starts and the Umps make it once the game is underway.

The Orioles have five excellent hitters in Gunnar, Adley, O'Hearn, Westie and Mountcastle. Why you'd bat Santander in the midst of those guys is beyond me.

Sucks that Detroit was robbed of their chance to bat in the ninth, but they have to travel to Cleveland to start a series tomorrow.  So if the rain delay would have been long enough to severely impede their travel, I could see it being called.
