Just getting called up does not get you to the point where you can apply for an exemption.

I looked into this once.   Minor leaguers have to get TUE’s just like major leaguers do.    I assume it’s the same process and you don’t need to reapply if you’re called up to the majors.    But that’s an assumption on my part.

I think the problem is a lot worse in the other major sports.

But yea, folks are always going to cheat, particularly with large sums of money at stake.
