He is officially on my radar screen as of today.    K rate could be a little higher, but that’s very promising.  

Lopez was signed 3 weeks after Elias arrived, and before Koby Perez was here.    I’d love to know if Elias prompted his signing, or merely approved something that was in the works before he arrived.

I originally had a question that I think Elias answered in a recent interview but I'll still ask it:

The guys we will sign on July 2nd  are not currently on a DSL team but we are anticipating all of them to be signed and then immediately placed on a DSL team? Do we have enough open roster spots for these guys? Will the July 2nd signing group push some of the top preformers currently on DSL teams to the GCL team?

It appears that many of the highly ranked guys from last year did not play in the DSL last year. They started in the Arizona Fall League at the earliest, and many joined DSL teams this year. Names I looked at were the top 11 here that actually signed during the last season http://m.mlb.com/prospects/2018?list=int

This is from MiLB.com concerning roster sizes:

Rookie: Venezuelan Summer, Dominican Summer - 35 active. No player on the Active List may have four or more years of prior Minor League Service. No Draft-eligible player from the U.S. or Canada (not including players from Puerto Rico) may participate in the DSL or VSL.

This is the answer. Also I might have been confused, but Arizona Fall League is only for A and above. Mostly AA and AAA
