Not sure what that link says but I did see this earlier today.

 

I'd be a bit surprised if the MLBPA signed off.  A bit of additional payroll spent by the Rays doesn't seem like it would be worth the hassle of players having to deal with two home ballparks.  I know I'd not be pleased with that arrangement, or paying Canadian taxes instead of Florida taxes.
