That’s the part I’m unsure about. It mentioned pitchers but the example was a starting pitcher from earlier in the year. So I’m unsure if relief pitchers are included.

Maybe I missed something but I thought i read that inbound unvaxxed travelers still have to quarantine for 14 days and test negative. Maybe MLB will work around this to hopefully allow all visiting players to play.

I think you're correct. The article I saw said:

"Unvaccinated Canadians will be able to fly domestically and abroad as of June 20 as the Trudeau government suspends proof-of-vaccination requirements for travel."

"Incoming foreigners, however, will still have to be vaccinated against Covid-19 if they hope to enter the country."
