Kremer gets to the 0-2 and 1-2 counts but doesn't have good enough command to get them to swing at that pitch low and away.  He either throws it too far outside that they are not tempted to swing or he throws it too much in the center of the plate that they foul it off and extend the at bat.  This is driving his pitch count up.
