If he's a reliever who has started, I like the signing if it happens.  He can be another Irvin type guy to mostly pitch out of the pen, but can start if someone is injured.  Look at the Rays or Dodgers to see what can happen to starting pitching during the season.

Sometimes Japanese pitchers come over and actually have higher k-rates than in Japan because MLB hitters have a lot of swing and miss in their game while Japanese hitters tend to try and make contact. Not saying that's guaranteed to happen, but it has happened.

Yep. Hyun Soo Kim is another case. The O's wanted to start him in the minors but his contract allowed him to refuse so he forced his way on the roster. That would be my concern signing a guy like this.

Yoon Suk-min was the reliever that I was thinking about before that we signed but never pitched above Norfolk.

Much as I love me some Dan Duquette, this kind of thing was squarely in his "I'm bad at this" bucket as a GM. I have to think Elias' group would have a much better handle on these kinds of details.

That was wild, but you have to give Luke credit. He spoke the right data language. He also did some Rule V pref lists that showed pretty next level analytic capacity. I mean there are a lot of guys in other orgs and he went through the advanced metrics and came up with well-informed pref lists. That's not easy.
