Pretty sure it's random.

Some are random, some are in order. The problem though (not sure about the O's, but since they use the same service as other teams) is that from previous experience with other teams, someone always finds a way to bypass the VWR. Not so much of a problem with presale and limited tickets, but for the public lottery, typically if you're not in within 2 minutes, might as well forget it (and you'll never get past the VWR because of tons of people cheating the system).

Great. This is because they're allowing people who made deposits for 2015 to be in with the current season ticket holders. I'm not happy.

Think they've combined current 2013 13 game holders with next season's deposit folks which is a bunch of crap and has probably led to this increase in time in the waiting room.
