Because it is the pitcher's fault.

A run scored due to a passed ball is unearned.

All things considered many probably would want to if they had the choice exactly like Mussina did and lived in their hometown in the DR as he did and does in Montoursville.  A factor in Mike’s  decision, not the only factor....a West Coast team  would have had to pay more but could have, sure. Winner, big money were main factors but East Coast location played in there, imho. 

Mussina by reports at the time only really considered Mets, Orioles, Yankees, and Red Sox (in at the last) . He also was willing to give some significant hometown discount because he didn’t want to change from his routine and preferred being near Montoursville, PA where he has lived his life to this day.  Just not agreeable to give back as much as Angelos insisted...and Mussina had also signed an under market, team friendly extension for Angelos in 1997 for a similar reason of not wanting to change.

Mussina's case is different. He actively runs a horse farm there.
