Imo pitching control is something you either have or you don't. If Hall hasn't found it yet he most probably never will and will be what he is now moving forward.

DL Hall likely be a good pitcher if the Ump would call his strikes, strikes.  What does the Ump want him to do throw it down the middle. The O's win depending on who the Ump is.

It's not the umps fault he can't find the strike zone.

This is an insane take on a young talented cheap many years of team control lefty.  We need way more pitching talent in our system, not less.
