I really don't think the players who come over in their late 20s after extensive professional experience should be eligible. Not sure how you legislate it, maybe an age cap or if you've played top-flight baseball in any country for X years you're ineligible.

Shohei was 24, which is fine. But Kazuhiro Sasaki won it at 32 after a decade in the Japanese league and then retired four years later. Kind of not the point of the ROY, should be an award for debutantes.
