Per the Draft Tracker here on OH, the Orioles had $7,300 left from their slot money from the first 10 rounds. They signed 16th rounder Willie Rios for $107,300 to eat up the $7,300, So, unless someone else taken in rounds 11 through 40 got over $100K, the Orioles spent exactly what they had alloted for slot money and did not go into the 5% extra allowed without a draft pick penalty.
