I figure the Tigers want to give Sedlock a shot and the O's are willing to send him over as he's not in their plans for the future.

I doubt it's a significant amount of money changing hands.

I don't think they even really exchange money. It's more like they are giving the player away.

First I have ever heard that.  I think cash is sent to the O's.   It may not be much so you may feel its like giving the player away.

Terrible drafting by the O’s. Once we fast tracked Gausman, we actually started drafting for low ceiling guys that we though could help the big club in a year or so. So we drafted Stewart and Sedlock. At least we changed course real fast and took Hall and GR.

Cash considerations is not a fixed number so I doubt anything is exchanged now.  The amount might be dependent on Sedlock making Detroits 25 man roster.
