Would you take a look at Vince Velasquez and/or Enyel De Los Santos?  Why not take both?  De Los Santos could be better than any Rule V pick we take.

Even if we would pay him what it takes, I think Hyde guaranteed that Ray won’t be coming here. Haha

I would definitely put in a claim on De Los Santos.

At some point you have to stop only targeting scrap heap pitchers if the goal is to improve. The Orioles aren't going to turn it around on prospects alone and at some point money has to be invested in a couple veteran pitchers who have value.

Or you go out and find the next Wei-Yin Chen and Miguel Gonzalez. I like finding a diamond in the rough player too, but you can't only sign these types of players forever.

I don't think OP implied the O's should use the waiver wire for the core of the rebuild. How about sticking to the topic?

Isn't Velazquez a free agent at the end of the year? He doesn't make much sense, but De Los Santos does.

Pick him up now, show him how the org uses data and expose to our philosophy and vision for next couple years, make him feel wanted and offer him a contract he would be foolish to refuse.  
 

Or, take your chances in competing with everyone else for FA pitchers.

We haven't had an issue with scrap heap free agent pitchers. He has only had an ERA+ over 91 once (101 in 2016) and the 91 ERA+ came in 2019 when he had a 5.21 FIP. He's got some good stuff and maybe you can harness something, but he's hardly a guy that you try to get the jump on other teams to sign for next year.

I thought it went through the same league first, so he made it past the diamondbacks and no one else.

Speaking of the Phillies it looks like Joe Girardi's days there are almost done, after their meltdown to the Rockies at home last weekend.  I recall before managing the Yankees Girardi rejected the Orioles manager job,  as if he was above coming here and he would wait for the Yankees job instead./ 

 

 Well  he won only one WS in NY with all the years he was there with that loaded team,  and getting fired by the Yankees. Now on thin ice with the Phillies.    Girardi  showed the Orioles up by indicating he would take the job then pulling out so good riddance.
