The article in the Sun says no lease was signed but a non-binding memorandum.  I am not sure what that means.

That means it is not done, they intend to sign one but the details are not yet worked out and either side has an out.

It means that John wanted to announce a deal was done in order to maximize positive press but of course nothing has actually been finalized.

I don’t know John was in front of the camera a lot last night. Also, essentially, they have “an agreement in principle,” so to speak. 
 

but the final lease needs to be drawn up, approved, and signed.

Wes Moore was supposed to hold a presser at 10am. Instead joint statement from John and Wes. Heard it is closer then ever and a deal in principle.  Some minor things need to ironed.  No rent,Orioles pay the upkeep on Camden Yards, like the Ravens are doing.

I'm pretty sure all this means is the T's still need to be crossed and the I's dotted, but the agreement is basically in place. I feel good that it will be finalized soon.

And they said an extension of the current lease for at least a year or two may be needed because both sides have not agreed to final terms yet.

The bottom line is literally no party in this situation has ever threatened to move the team, in any way. 
 

Angelos, Maryland, hell even Manfred said that there was no way this wasn’t getting done.

The Banner article has more detail. So the Orioles will pay no rent and the state will give them the money for the maintenance of the stadium. That is a nice deal .

Instead of a lease that will keep the team in Baltimore, the Orioles, Gov. Wes Moore’s administration and the Maryland Stadium Authority said Friday they have agreed to a non-binding “memorandum of understanding” — essentially an agreement on some issues and a promise to continue working toward a long-term lease.

Senior Moore officials and others with knowledge of the specifics of the agreement said Friday they have more work to do before a lease will be signed. Although they still expect to meet the Dec. 31 deadline, an extension until all parties are satisfied is not off the table.
