Yes. Under the new rules, it is normal to draft someone who will sign for around $10k in the 10th round and use the savings for overslot picks. Find a college senior you like

that would otherwise get picked between rounds 12-15 and not get any signing bonus. Offer him $10k if he'll sign as the 10th rounder. It's a win-win situation.

Yes, because he's a senior sign that probably would have been a late teen or early 20th round pick who was taken in the 10th round under a deal that he would sign for that amount. It's all about the new slotting system.
