Those three games have video of Hall's starts if you haven't seen them yet. 

Sort of a misrepresentative sample.    By game score, April 26 was Hall’s second best game of the year, August 1 was third.    He only walked 3 batters total in those games.

You get the sample you get. I just wish we had statcast information available to us from the minors. Until then, we do it like we always have and it's mostly be traditional scouting and interviews of other scouts and baseball people.

I get that.   But it seems to me that in three starts you can get a really good idea of a pitcher’s stuff, but you might get a pretty skewed idea of his command.

Walks don't always equate to command. I can see guys who walk very few and still don't have good command.

Yeah, I’m guilty of conflating lack of walks with command there.   But I’d say the inverse isn’t true, i.e., lots of walks don’t usually happen to pitchers with good command.

In the majors it does, but in the lower minors, I agree.

So far it’s just Hall in the Carolina and Rodriguez in the Sally.

7th and 20th in the International League. That one is pretty easy to guess. 

14th and 15th in the Eastern League. Not quite as easy.

It would be hard to believe that none of Mountcastle, Diaz, Hays, Baumann, Lowther, Akin, Kremer or Wells make a league top 20 list.

[Edit: Now I see from Luke's post that 4 of them were on top 20 lists. I assume it's from the above list, but I guess I'll look.]

Mountcastle and Akin in the IL.    I’ll go Lowther and Diaz in the EL, though it’s possible Kremer, Baumann or Wells is one of them.

Baumann over Lowther feels right for BA to me - they're pigeonholed in my mind as the scout-iest of the prospecting sites.

IIRC Lowther's extension is part of his game, and I think that's a performance aspect BA may underappreciate a little.

The Orioles have #1 and #10 in the NY/Penn League per BA.

#1 is pretty obvious, but #10 is surprising to me, especially given some of the names behind him.
